only the Owner can call this function:
the Owner is a SAFE multisig
with UMA's oSnap plugin
(that lets us optimistically execute proposals)

Snapshot Voting

anyone with a minimum balance can setup a vote
if their proposal reaches quorum and passes*
anyone can put up the collateral to have it executed

*multisig signers have veto power to prevent malicious or illegal proposals from executing
